Henrique has significant experience in administrative and regulatory law, advising companies in administrative and judicial proceedings in the context of public procurements, public concessions and public-private partnerships projects, regulatory agencies and other public departments, with standout role in educational sector. He is also experienced in Brazilian competition law, representing clients in merger filings and antitrust infringement cases in Brazil, as well as environmental litigation cases.


He is graduated in Law from Universidade Federal de Santa Catarina (UFSC), 2010 and with a semester as an exchange student at University of Padova (2008), attending to non-degree courses in European Law, International Law and Administrative Law. He holds a master in Law and International Relations from UFSC, 2013; is specialized in Economic Law from Fundação Getúlio Vargas (FGV-SP), 2015; and is currently a Ph.D. candidate in Economic Law at Universidade de São Paulo (USP), 2020, with a semester (2018 – 2019) as visiting student at Harvard Law School (Cambridge – USA) and at the European Institute (Florence -ITA), attending to the following courses: Administrative Law, Regulatory Tools and Institutional Design.
